slow internet

Its all the small problems such as slow daytime internet, updating info, accounts, sending bureaucratic info - tax returns and the problems with their login system which has reverted not to 2012 with the change of login screen at gov.uk but back to the original email address around 2010!  Their phone help info just throws you out of the phone queue and it took a series of q and a sessions on online chat (the resident computer helpline? an individual who didnt know the computer had been reset to 2010?) to resolve login ... the Q is WHY have they reverted their computers to 2010?
